The freeze deadline

Burleigh County's septic permit says in capital letters that no work shall be conducted after the ground has frozen. That means new systems and repairs have to be finished before freeze-up.

Burleigh's design numbers show how serious that is: a 4-foot frost line, a winter design temperature of minus 18°F and an air-freezing index of 4,000. DEQ's proposed statewide rules, not yet adopted, would also stop installs once frost reaches the top 6 inches.

Why systems freeze

NDSU Extension's Tom Scherer lists thin snow cover, dry soil, long cold spells, poor pipe slope and vacant homes as the main causes. A cabin or second home left empty is at the most risk.

What to do now

Lay hay or straw at least 1 foot thick, extending 5 feet past the edges of the system. Add snow fence so snow stays on top, fix dripping fixtures, and don't drive on the area or plow snow off of it.

NDSU also recommends pumping before winter. Winter spreading of septage is limited too: between 15 November and 1 April, land application is restricted to under 8 inches of snow and slopes under 6%, so trucks may need to haul to a plant instead.
