Rural Burleigh County
Rural Burleigh permits come from Burleigh County Building/Planning/Zoning, 221 N 5th St in Bismarck, 701-221-3727. The 2026 fee schedule lists a $100 certificate, a $125 septic tank and drainfield inspection and a $75 septic system loan evaluation.
Our research found a conflicting listing in a DEQ guide naming Bismarck-Burleigh Public Health, but the county's own forms show Building/Planning/Zoning issuing permits, so start there.
Morton County
Morton County septic permits come from Western Plains Public Health, 403 Burlington St SE in Mandan, 701-667-3370. The same office also covers Grant, Mercer, Oliver and Sioux counties.
The permit fee is $225 with a licensed installer and $300 for a homeowner installation. A new system needs at least a 1-acre lot, and a permit can be refused if public sewer is within 200 feet.
State rules
Installer licensing moved to ND DEQ in August 2025. The state also licenses pumpers: 126 businesses were on the 2025 statewide pumper list, and you can check yours against it.
